Conservation Commission
Meeting
June 17, 2004

Stephan Glicken, Janet Dunlap, Stephen Cremer and Peter Holden were the members present. Chairman
Peg Arguimbau arrived at 8:15 p.m.

8:00 p.m., N.O.I. Hearing Continuance, filed by Herb Chambers of Sharon, LLC, for the proposed redevelopment of an existing gravel pit as a full service auto dealership at 15 & 55 General Edwards Highway:
Rick Merrikin, an Engineer from American Engineering represented the Applicant. Attorney Joel Fishman appeared before the Commission. Vincent Luizzi, Manager for Lexus was also present.
Rick submitted to the Commission a list of proposed plantings recommended by Sparrow Environmental Services in the upland area near the intermittent stream on the property. The theme of the proposed plantings is similar to the existing vegetation along the slopes at the project site.
Rick stated to the Commission that the drainage plan for the proposed facility is not completed due to pending building design modifications.
Rick reviewed a preliminary drainage design plan with the Commission:
The construction of headwalls to control the off site surface water runoff from the
watershed portion of the property.
The installation of Storm Cepters in front of the detention basins at the site is
proposed to control smaller storm water runoff events. Storm Cepters are specially
designed water/oil separators that have the capacity to control a 50-year storm
event before discharging. (Greg recommended daylighting the discharge into a basin before it empties into a stream on the site).
Rick proposes to schedule a meeting with the Mass Highway Department to discuss
connecting the two drainage lines located on Rte.#1 that empty into the brook at the
proposed site.
The septic system proposed for the proposed facility conforms to the Board of
Health Regulations.
Rick proposes to speak with the Town of Walpole regarding water hook-up for the
proposed facility.
The Commission recommended the following:
The proposed facility to establish a maintenance plan for the manholes constructed
at the site.
Provide for recharge of flow from abutting properties.
Rick stated that the proposed drainage plan with calculations is pending review from the Town Engineer.
Peg called for a motion to continue the hearing until July 1.
Stephen Cremer moved. Stephan Glicken seconded. Voted. Unanimous.

8:30 p.m., The Commission discussed DEP's proposed wetlands regulatory amendments:

Peg discussed with the Commission DEP's proposal for decreasing the review process for projects in the outer 50-100 foot buffer zone.
Peg stated that there should be a distinction between disturbed, outer disturbed and not disturbed buffer zones. The deadline for the Commission to submit comments to DEP is June 28.

8:45 p.m., The Commission reviewed Norwood Engineering's proposed revised soil-testing plan on Glendale Road:

Mr. Rich Whittington represented Norwood Engineering and discussed with the Commission the proposed revised soil testing plan dated June 16, 2004 entitled, "Glendale Village concept site plan on Rob's Lane".
Mr. Whittington stated to the Commission that the submitted plan reflects revisions made to control activities in the steeper sloped areas located inside the buffer zone near test holes 3, 4, and 5.
Mr. Whittington explained to the Commission that the purpose for soil testing on the sloped areas inside the buffer zone of the project site is to establish water table elevations.

When asked by the Commission why that information was needed, he explained that he believes it is necessary to provide drainage infiltration areas there.
The Commission determined to hold a meeting with John Rhoads to discuss an alternate route for construction equipment to gain access for soil testing within the buffer zone of the proposed site.
Peg stated that no large trees on the property should be removed for the proposed project.

9:00 p.m., General Business:

Cliff Towner's proposal for improving the Town's water recharge
Greg notified the Commission that Cliff Towner is scheduled to meet with the Board of Selectmen
on June 22 to deliver a presentation regarding resources and recharge as it affects Sharon's drinking water.
Peg recommended that members of the Commission should plan to attend the Selectmen's meeting to support this proposal.

Proposed reinstallation of flashboards at Gavins Pond Spillway

Greg has arranged a meeting with the Town of Foxboro Water Superintendent regarding the reinstallation of flashboards at the Gavins Pond Spillway in an effort of facilitate water recharge.
